Tiny 100-200 calorie changes in diet or small changes in dosages are meaningless, no one is going to dial in from that nonsense. It's hard, consistent, progressive, effort over substantial time periods. Drop the 3 weeks to "make your arms huge" kid's mentality,

as a natty i ate slightly bove maintaince and added 5 pounds bw while losing 1% bf in 6 weeks so i added 6.5 pounds of lean muscle AS A NATTY
i'll gain lean quality mass now
why?
1. keeping close track of cals and nutrients
2. taking the correct drugs ie. very low trt test with 50 drol and 20 var
3. training correctly and not overtraining
i'll be spider curling the 60-65 pounders for 5-8 reps and db side lateraling the 75-80 pounders for 5-8 reps by the end of 6-8 weeks, and..... that will add LOTS OF LEAN MASS ON THE DELTS AND BIS
