They cannot as there are multiple hurdles, I already said this to you when you claimed this was trump wanting them released. They know they can't and thus can say look we tried. Unsealing testimony is such a stupid way of going about this, they have lists, files etc and can simply release them but in order to avoid having to do so they went this route which everyone knew would not fly.

Trump & Bondi knew that the judge doesn’t have the authority to unseal it. (Grand jury testimony is kept secret under law.) The DOJ itself conceded in court that case law forbids the court from disclosing those materials.
