No...he is suspended PENDING the hearing...that means he is suspended until he can appeal his case at the hearing on Oct. 17th.
That's as far as I can find language interrpreting this action...

Forget it...just found it. An athlete cannot compete while under suspention.
That would be a huge mistake on the part of the organization.
By announcing his suspension, accepting his notice to appeal, and then allowing him to compete in Las Vegas
pending the outcome of his fair hearing, the IFBB would be acting in good faith.
Announcing his suspension and then deliberately delaying the fair hearing until after his next scheduled competition will leave the IFBB with a black eye.
If the IFBB does the right thing here, everyone wins.
It's up to them.
