He doesn't. Phil has a great balance between biceps, triceps and forearms. He also has the size. So, yeah, I could definitely see why Phil has overall better arms than Lee.

However, when it comes to Ronnie, he may have bigger arms than Lee, but he doesn't have a better balance because his forearms are dinky and small. Lee has a better balance between biceps, triceps and forearms. As such, his arms are more complete.

This has to be a photoshop. The Phil in this picture is at least 1.5 Heaths wide. Phil has never been that wide.
