However, we must distinguish between two army's fighting for their respective causes in battle than the killing and maiming of innocent civilians by "terrorists". Civillians have no say in the matter, ability to negotiate of influence the outcome of the dispute.
If an army attacks another nation convention is usually followed and normally the other army has the choice to surrender first. If they choose to die in battle for their cause its their choice.
A civilian on the other hand has no choice to surrender, negotiate or use diplomacy as a tool prior to the event.
This is the key point and difference and why "true terrorism" is such a cowardly and callous act.

There is a huge difference between removing dictators like Saddam Husein gassing his own people than 4 students blowing up the underground stations in London killing innocent civilians and "terrorists" driving planes into the twin towers killing people who literally had nothing to do with any political agenda.

He won the Cold War, lowered tax rates, was anti-union, anti-communist, he gave free enterprise and limited government interaction with businesses. He revived the American economy after Carter destroyed it, and led the US with truth, justice, freedom and prosperity. He had something lacking in politics today and that's charisma.

The Geneva Convention and Human Rights are flawed as they were introduced on the basis of countries going to war. This hasn't happened for the longest of time, and has served no other purpose than restricting the 'civilized' nations in their potential actions.
Rules of engagement are outdated and haven't existed anymore since urban-/guerilla-warfare, as the rules of engagement were established on the basis of two armies (:nations) going to war. The fact of the matter is that these 'civilized' nations you speak off willingly restrict their methods assuming they can expect the same from their enemy, which is not the case. Conventions are only functional in terms of taking the political and moral highground (based on Western values) and being able to justify interventions within boundaries to the Western population.
