I don't get it.

So, before this possible law was put forth, doctors were allowed to murder babies outside of the womb without any criminal consequences?

This is a topic I don't follow much.

There is nothing to get.  "Infanticide" is a made up boogeyman(by the right) to further chip away at a woman's right to choose.  There have been laws in place for nearly 20 years to protect children.

So, just as thought, the Bill was a political stunt.

How did it pass so many by, that they actually believed that doctors were able to engage in "infanticide" without criminal consequences?  ??? ???

This is a topic I don't follow much.
The New York state senate passed a law allowing babies to be killed after they were born.  It got a standing ovation by the New York state democrats on the floor when it was announced that it passed.

A week or so later Governor Ralph Northam of Virginia was asked about it on a radio show and he explained how the baby is made comfortable before it's killed.  This went viral quick and that's when the blackface photos were found in the governor's college yearbook to throw this abortion issue under the rug.

There are other states like Virginia, Illinois and New Mexico that have similar laws to New York's being debated right now.

The woman should have the right to choose to kill her already born alive baby?  When does it become a crime?  When the baby is a year old, 2 years old, up to age 18?

Yes.  That is EXACTLY how the bill works.  You can deliver a living baby and then LEGALLY put a pillow over its face until it is LIFELESS.  Unrelated, but did you also know that President Obama was never really the president because his birth certificate was a phony and he actually has Kenyan citizenship.  Also, he practices Wahabi Islam, his wife has a penis, he's a homosexual himself.  People have also told me that it was his Pan-arab father along with Rafael Cruz that were the lynch pins in the Kennedy assassination.  Hope this clears things up.
