On the original question, it's a good arm probably in the 17-18 range. At 6' 3', you'd need to be in the 280-290lbs range to have a 19" arm.

I don't know, Dave Willoughby taped various WSM contestants for an article in the May 1983 Ironman.

He gave the following measurements for:

Bill Kazmaier:

Biceps:21.4
Forearm:16.6
Weight:320
Height:6' 2"
Wrist: 8.6

Ken Patera:

Biceps:21.7
Forearm:16.8
Wrist:9.5"
Ht.6' 1" .5
Weight:345lbs.

From the chart, those two are both close to 6' 3" and they both needed to be well over 300lbs to have arms in the 21-22" range

Also, in the photos, they are both lean. Kazmaier is in the 12% BF range. Patera is around 16% BF range.

Now most folks agree that you need to add close to 15lbs per 1" of arm growth, so:

Kazmaier would need to be around 280-290 to have a 19" arm at 6' 2".
  
Patera would need to be 300ish to have a 19" arm at 6' 1".5.

Now I'm willing to accept a bit of variation based on BF%, training style, genetics, etc..... but you'd still need to be a lot heavier than 245 to have a 19" arm at 6' 3".

I don't know why you'd use examples of guys who concentrate on power moves, who don't really care as much about arm size or development because most the strength comes from the legs & torso. No need to be that heavy to have 19s at 6'3".
