I don't know, Dave Willoughby taped various WSM contestants for an article in the May 1983 Ironman.
He gave the following measurements for:
Bill Kazmaier:
Biceps:21.4
Forearm:16.6
Weight:320
Height:6' 2"
Wrist: 8.6
Ken Patera:
Biceps:21.7
Forearm:16.8
Wrist:9.5"
Ht.6' 1" .5
Weight:345lbs.
From the chart, those two are both close to 6' 3" and they both needed to be well over 300lbs to have arms in the 21-22" range
Also, in the photos, they are both lean. Kazmaier is in the 12% BF range. Patera is around 16% BF range.

Now most folks agree that you need to add close to 15lbs per 1" of arm growth, so:
Kazmaier would need to be around 280-290 to have a 19" arm at 6' 2".
Patera would need to be 300ish to have a 19" arm at 6' 1".5.

Now I'm willing to accept a bit of variation based on BF%, training style, genetics, etc..... but you'd still need to be a lot heavier than 245 to have a 19" arm at 6' 3".
