don't know the case but, i'd say it's because they weren't found in possession of illegal drugs therefore there is no criminal offence.
it's like if you failed a drug test at your employment and then you were automatically charged with possession. it doesn't work like that.

BUT
There should be an ethics violation which results in beinf fired.
If a teacher works as a stripper on the weekend, she can be fired for it. It violates the higher ethics clause. As someone with a higher responsibility in society, you are expected to not do some things.
If your kids' daycare teacher spent the summer being arrested for, then beating a crack addiction, you wouldn't want the school to re-hire her when school started. If your kids' high school drivers ed teacher got 3 DUIs one summer, you couldn't have him teaching your kid in the fall.
