McCain's Energy Plan
For Benny since he can't use google.
http://www.johnmccain.com//Informing/Issues/17671aa4-2fe8-4008-859f-0ef1468e96f4.htm

Our nation's future security and prosperity depends on the next President making the hard choices that will break our nation's strategic dependence on foreign sources of energy and will ensure our economic prosperity by meeting tomorrow's demands for a clean portfolio. John McCain has made the necessary choices - producing more power, pushing technology to help free our transportation sector from its use of foreign oil, cleaning up our air and addressing climate change, and ensuring that Americans have dependable energy sources. John McCain will lead the effort to develop advanced transportation technologies and alternative fuels to promote energy independence and cut off the flow of oil wealth to repressive dictatorships like Iran.

"In recent days I have set before the American people an energy plan, the Lexington Project -- named for the town where Americans asserted their independence once before. And let it begin today with this commitment: In a world of hostile and unstable suppliers of oil, this nation will achieve strategic independence by 2025."
John McCain, June 25, 2008
Read the entire speech...

Expanding Domestic Oil And Natural Gas Exploration And Production

John McCain Will Commit Our Country To Expanding Domestic Oil Exploration. The current federal moratorium on drilling in the Outer Continental Shelf stands in the way of energy exploration and production. John McCain believes it is time for the federal government to lift these restrictions and to put our own reserves to use. There is no easier or more direct way to prove to the world that we will no longer be subject to the whims of others than to expand our production capabilities. We have trillions of dollars worth of oil and gas reserves in the U.S. at a time we are exporting hundreds of billions of dollars a year overseas to buy energy. This is the largest transfer of wealth in the history of mankind. We should keep more of our dollars here in the U.S., lessen our foreign dependency, increase our domestic supplies, and reduce our trade deficit - 41% of which is due to oil imports. John McCain proposes to cooperate with the states and the Department of Defense in the decisions to develop these resources.

John McCain Believes In Promoting And Expanding The Use Of Our Domestic Supplies Of Natural Gas. When people are hurting, and struggling to afford gasoline, food, and other necessities, common sense requires that we draw upon America's own vast reserves of oil and natural gas. Within the United States we have tremendous reserves of natural gas. The Outer Continental Shelf alone contains 77 trillion cubic feet of recoverable natural gas. It is time that we capitalize on these significant resources and build the infrastructure needed to transport this important component of electricity generation and transportation fuel around the country.

Taking Action Now To Break Our Dependency On Foreign Oil By Reforming Our Transportation Sector

The Nation Cannot Reduce Its Dependency On Oil Unless We Change How We Power Our Transportation Sector.

John McCain's Clean Car Challenge. John McCain will issue a Clean Car Challenge to the automakers of America, in the form of a single and substantial tax credit for the consumer based on the reduction of carbon emissions. He will commit a $5,000 tax credit for each and every customer who buys a zero carbon emission t car, encouraging automakers to be first on the market with these cars in order to capitalize on the consumer incentives. For other vehicles, a graduated tax credit will apply so that the lower the carbon emissions, the higher the tax credit.

John McCain Will Propose A $300 Million Prize To Improve Battery Technology For Full Commercial Development Of Plug-In Hybrid And Fully Electric Automobiles. A $300 million prize should be awarded for the development of a battery package that has the size, capacity, cost and power to leapfrog the commercially available plug-in hybrids or electric cars. That battery should deliver a power source at 30 percent of the current costs. At $300 million, the prize is one dollar for every man, woman and child in this country - and a small price to pay for breaking our dependence on oil.

John McCain Supports Flex-Fuel Vehicles (FFVs) And Believes They Should Play A Greater Role In Our Transportation Sector. In just three years, Brazil went from new cars sales that were about 5 percent FFVs to over 70 percent of new vehicles that were FFVs. American automakers have committed to make 50 percent of their cars FFVs by 2012. John McCain calls on automakers to make a more rapid and complete switch to FFVs.

John McCain Believes Alcohol-Based Fuels Hold Great Promise As Both An Alternative To Gasoline And As A Means of Expanding Consumers' Choices. Some choices such as ethanol are on the market right now. The second generation of alcohol-based fuels like cellulosic ethanol, which won't compete with food crops, are showing great potential.

Today, Isolationist Tariffs And Wasteful Special Interest Subsidies Are Not Moving Us Toward An Energy Solution. We need to level the playing field and eliminate mandates, subsidies, tariffs and price supports that focus exclusively on corn-based ethanol and prevent the development of market-based solutions which would provide us with better options for our fuel needs.

John McCain Will Effectively Enforce Existing CAFE Standards. John McCain has long supported CAFE standards - the mileage requirements that automobile manufacturers' cars must meet. Some carmakers ignore these standards, pay a small financial penalty, and add it to the price of their cars. John McCain believes that the penalties for not following these standards must be effective enough to compel all carmakers to produce fuel-efficient vehicles.

Investing In Clean, Alternative Sources Of Energy

John McCain Believes That The U.S. Must Become A Leader In A New International Green Economy. Green jobs and green technology will be vital to our economic future. There is no reason that the U.S. should not be a leader in developing and deploying these new technologies.

John McCain Will Commit $2 Billion Annually To Advancing Clean Coal Technologies. Coal produces the majority of our electricity today. Some believe that marketing viable clean coal technologies could be over 15 years away. John McCain believes that this is too long to wait, and we need to commit significant federal resources to the science, research and development that advance this critical technology. Once commercialized, the U.S. can then export these technologies to countries like China that are committed to using their coal - creating new American jobs and allowing the U.S. to play a greater role in the international green economy.

John McCain Will Put His Administration On Track To Construct 45 New Nuclear Power Plants By 2030 With The Ultimate Goal Of Eventually Constructing 100 New Plants. Nuclear power is a proven, zero-emission source of energy, and it is time we recommit to advancing our use of nuclear power. Currently, nuclear power produces 20% of our power, but the U.S. has not started construction on a new nuclear power plant in over 30 years. China, India and Russia have goals of building a combined total of over 100 new plants and we should be able to do the same. It is also critical that the U.S. be able to build the components for these plants and reactors within our country so that we are not dependent on foreign suppliers with long wait times to move forward with our nuclear plans.

John McCain Will Establish A Permanent Tax Credit Equal To 10 Percent Of Wages Spent On R&D. This reform will simplify the tax code, reward activity in the U.S., and make us more competitive with other countries. A permanent credit will provide an incentive to innovate and remove uncertainty. At a time when our companies need to be more competitive, we need to provide a permanent incentive to innovate, and remove the uncertainty now hanging over businesses as they make R&D investment decisions.

John McCain Will Encourage The Market For Alternative, Low Carbon Fuels Such As Wind, Hydro And Solar Power. According to the Department of Energy, wind could provide as much as one-fifth of electricity by 2030. The U.S. solar energy industry continued its double-digit annual growth rate in 2006. To develop these and other sources of renewable energy will require that we rationalize the current patchwork of temporary tax credits that provide commercial feasibility. John McCain believes in an even-handed system of tax credits that will remain in place until the market transforms sufficiently to the point where renewable energy no longer merits the taxpayers' dollars.

Protecting Our Environment And Addressing Climate Change: A Sound Energy Strategy Must Include A Solid Environmental Foundation

John McCain Proposes A Cap-And-Trade System That Would Set Limits On Greenhouse Gas Emissions While Encouraging The Development Of Low-Cost Compliance Options. A climate cap-and-trade mechanism would set a limit on greenhouse gas emissions and allow entities to buy and sell rights to emit, similar to the successful acid rain trading program of the early 1990s. The key feature of this mechanism is that it allows the market to decide and encourage the lowest-cost compliance options.

How Does A Cap-And-Trade System Work? A cap-and-trade system harnesses human ingenuity in the pursuit of alternatives to carbon-based fuels. Market participants are allotted total permits equal to the cap on greenhouse gas emissions. If they can invent, improve, or acquire a way to reduce their emissions, they can sell their extra permits for cash. The profit motive will coordinate the efforts of venture capitalists, corporate planners, entrepreneurs, and environmentalists on the common motive of reducing emissions.

Greenhouse Gas Emission Targets And Timetables:

2012: Return Emissions To 2005 Levels (18 Percent Above 1990 Levels)
2020: Return Emissions To 1990 Levels (15 Percent Below 2005 Levels)
2030: 22 Percent Below 1990 Levels (34 Percent Below 2005 Levels)
2050: 60 Percent Below 1990 Levels (66 Percent Below 2005 Levels)

The Cap-And-Trade System Would Allow For The Gradual Reduction Of Emissions. The cap-and-trade system would encompass electric power, transportation fuels, commercial business, and industrial business - sectors responsible for just under 90 percent of all emissions. Small businesses would be exempt. Initially, participants would be allowed to either make their own GHG reductions or purchase "offsets" - financial instruments representing a reduction, avoidance, or sequestration of greenhouse gas emissions practiced by other activities, such as agriculture - to cover 100 percent of their required reductions. Offsets would only be available through a program dedicated to ensure that all offset GHG emission reductions are real, measured and verifiable. The fraction of GHG emission reductions permitted via offsets would decline over time.

Promoting Energy Efficiency

John McCain Will Make Greening The Federal Government A Priority Of His Administration. The federal government is the largest electricity consumer on earth and occupies 3.3 billion square feet of space worldwide. It provides an enormous opportunity to lead by example. By applying a higher efficiency standard to new buildings leased or purchased or retrofitting existing buildings, we can save taxpayers substantial money in energy costs, and move the construction market in the direction of green technology.

John McCain Will Move The United States Toward Electricity Grid And Metering Improvements To Save Energy. John McCain will work to reduce red tape to allow a serious investment to upgrade our national grid to meet the demands of the 21st century - which will include a capacity to charge the electric cars that will one day fill the roads and highways of America. And to save both money and electrical power for our people and businesses, we will also need to deploy SmartMeter technologies. These new meters give customers a more precise picture of their overall energy consumption, and over time will encourage a more cost-efficient use of power.

Addressing Speculative Pricing Of Oil

John McCain Believes We Must Understand The Role Speculation Is Playing In Our Soaring Energy Prices. Congress already has investigations underway to examine this kind of wagering in our energy markets, unrelated to any kind of productive commerce, because it can distort the market, drive prices beyond rational limits, and put the investments and pensions of millions of Americans at risk. John McCain believes that where we find abuses, they need to be swiftly punished. To make sure it never happens again, we must reform the laws and regulations governing the oil futures market, so that they are just as clear and effective as the rules applied to stocks, bonds, and other financial instruments.

John McCain Does Not Support A Windfall Profits Tax. A windfall profits tax on the oil companies will ultimately result in increasing our dependence on foreign oil and hinder investment in domestic exploration. Jimmy Carter put a windfall profits tax in to place with little to no useful results.

How about posting this in a separate thread instead of piggybacking Obama's?

Benny have you been in the real world.
McCain has simple solutions that rely on simple steps, drill, innovate, and conserve.
Obama has taken great lengths to draw this "plan" which involves consumers, industry, foreign countries willingness to participate, and mandates. It's so far stretched it's doomed to fail. Please report back when you come down from your intoxicating left wing, never made money hallucination, as with Obama this is a dream.

I'm not going to bother reading that. But I notice that you're attacking Jews. I'm sorry big guy, but you were born black. That's as bad as it gets. A racist black. I'm shocked.  Roll Eyes

Highest AIDS rates of any race, the lowest IQs, absolutely no contributions to society. Nothing.

The only thing your people are good for is leeching off the government and committing crime. Blacks make up 30 million of this country's 300+ million population, yet they comprise the overwhelming majority of people in our jails.

MattC has tons of studies showing that black IQs are the lowest among any race on the planet. Jews are the highest. Jews are more successful than blacks across the board. While they're winning Nobel Prizes and advancing the human race, most blacks are too busy wearing pants that show their ass crack and robbing people while bouncing to rap music. Not to even mention that blacks are far and away the most racist people on the planet. I guess I would be too if I felt like I was entitled to everything without having to work for it.  Cheesy

Safe to say only a black man would lie through his teeth and say that he would rather be born black.

But hey, you're 40 years old, poor and insecure. I can't really help but feel sorry for you knowing that you waste away hours every day here attacking every white person and trying to make yourself feel better for the fact that you're ugly, poor and black. I'm sorry dude, but you're nothing more than a laughing stock to me. It's embarrassing that this is how you spend your time at your age. If that's not a failure at life, then I don't know what is.

Don't bother refuting me, you're black.  Grin

McCain's Energy Plan

In other words... BIG TAXES!!! Do you know that cap and trade means taxing polluters?
While I understand this mechanism will cause profits in my business to soar, especially in our commercial division as corporations and power plants look to ways of reducing their NOx output and other smog & greenhouse gas precursors, ...the bottom line is that it spells big taxes, ...especially for the skeptics of our technology.   Cheesy

John McCain Does Not Support A Windfall Profits Tax. A windfall profits tax on the oil companies will ultimately result in increasing our dependence on foreign oil and hinder investment in domestic exploration. Jimmy Carter put a windfall profits tax in to place with little to no useful results.

That's BS. A tax on oil companies will stimulate an expedited transition to alternative energies.
Yes, Jimmy Carter's plan was derailed by the election of Ronald Reagan and Bush 41 who plunged us into a huge recession with his trickle down nonsense.

It may sound good on paper, ...but it's like most of McCain's policy proposals thus far; smoke and mirrors.

Retrained for green jobs, but still waiting on work

By Michael A. Fletcher
Washington Post Staff Writer

OCALA, FLA. - After losing his way in the old economy, Laurance Anton tried to assure his place in the new one by signing up for green jobs training earlier this year at his local community college.

Anton has been out of work since 2008, when his job as a surveyor vanished with Florida's once-sizzling housing market. After a futile search, at age 56 he reluctantly returned to school to learn the kind of job skills the Obama administration is wagering will soon fuel an employment boom: solar installation, sustainable landscape design, recycling and green demolition.

Anton said the classes, funded with a $2.9 million federal grant to Ocala's workforce development organization, have taught him a lot. He's learned how to apply Ohm's law, how to solder tiny components on circuit boards and how to disassemble rather than demolish a building.

The only problem is that his new skills have not resulted in a single job offer. Officials who run Ocala's green jobs training program say the same is true for three-quarters of their first 100 graduates.

"I think I have put in 200 applications," said Anton, who exhausted his unemployment benefits months ago and now relies on food stamps and his dwindling savings to survive. "I'm long past the point where I need some regular income."

With nearly 15 million Americans out of work and the unemployment rate hovering above 9 percent for 18 consecutive months, policymakers desperate to stoke job creation have bet heavily on green energy. The Obama administration channeled more than $90 billion from the $814 billion economic stimulus bill into clean energy technology, confident that the investment would grow into the economy's next big thing.

The infusion of money is going to projects such as weatherizing public buildings and constructing advanced battery plants in the industrial Midwest, financing solar electric plants in the Mojave desert and training green energy workers.

But the huge federal investment has run headlong into the stubborn reality that the market for renewable energy products - and workers - remains in its infancy. The administration says that its stimulus investment has saved or created 225,000 jobs in the green energy industry, a pittance in an economy that has shed 7.5 million jobs since the recession took hold in December 2007.

The industry's growth has been undercut by the simple economic fact that fossil fuels remain cheaper than renewables. Both Obama administration officials and green energy executives say that the business needs not just government incentives, but also rules and regulations that force people and business to turn to renewable energy.

Without government mandates dictating how much renewable energy utilities must use to generate electricity, or placing a price on the polluting carbon emitted by fossil fuels, they say, green energy cannot begin to reach its job creation potential.

"We keep getting these stops and starts in the industry. There is no way it can work like this," said Bill Gallagher, president of Solar-Fit, a Florida energy company whose fortunes have fluctuated with government incentives in its 35 years in business.

Like many people who run renewable energy companies, Gallagher said he sees no need to expand his 25-employee firm because the business is simply not there.

Although 29 states have enacted laws setting benchmarks for the amount of energy utilities must generate from renewable sources such as wind and solar, the standards vary greatly. And with a new congressional majority poised to take office - including many members elected pledging to reduce Washington's role in the economy - it remains an open question whether new federal regulations that would support expansion of the industry would be enacted anytime soon.

"Green energy investment has been a central talking point of the Obama administration's job growth strategy," said Samuel Sherraden, a policy analyst at the New America Foundation, a nonpartisan research organization. "It was a little bit too ambitious given the size and depth of the recession and the small size of the renewable energy industry."

Sherraden said it was unwise for the administration to invest so heavily in green energy, at least if short-term job creation was the goal. He said green energy comes with "political and market uncertainty" that has overwhelmed its job creation potential.

Despite that, Obama has described the surge of clean energy spending as crucial both to the nation's economic and environmental future.

"Our future as a nation depends on making sure that the jobs and industries of the 21st century take root here in America," Obama said in October. "And there is perhaps no industry with more potential to create jobs now - and growth in the coming years - than clean energy."

But other administration officials acknowledge that it is likely to be years before the spending on green energy produces large numbers of jobs. And they add that only part of the money earmarked for green energy has been spent. They also agree that the government will have to help create demand to support green energy.

Still, they are optimistic for the long term, even if the spending will not significantly ease the nation's unemployment crisis in the short run.

The money going into building car battery plants, for example, could allow the nation to capture as much as 40 percent of the global demand in that growing business in five to seven years, said Carol M. Browner, director of the White House Office of Energy and Climate Change Policy.

"This stuff is coming on line," Browner said. "We all want it to come on line much more quickly."

Here in Ocala, the federal emphasis on green energy was eagerly embraced by local officials grasping for ways to blunt the area's skyrocketing jobless rate, which now stands at 14 percent.

The housing crisis had decimated the local economy, wiping out thousands of jobs that will probably never return. There were huge losses in construction jobs. Several plants that made building supplies and home furnishings have gone out of business. And last year, Taylor Bean and Whitaker, a mortgage company that employed more than 1,000 people, suddenly closed.

Now with real estate development not predicted to resume its former breakneck pace anytime in the foreseeable future, the local economy is left without an obvious source of new jobs.

That means many of the real estate agents, construction workers, mortgage brokers, kitchen cabinet makers, retail clerks and building supply people thrown out of work are going to have to find new careers. The overhang of workers who will need new skills to find work in new industries made the promise of green energy jobs all the more appealing.

When Workforce Connection, Ocala's regional work force development board, applied for a federal green jobs training grant last year, its top goal was to retrain 665 workers in green jobs skills with "immediate employment potential."

Ocala seemed like a good place to bet on green energy, particularly solar. The region's various window companies and other light manufacturing firms, coupled with its strategic location as a southeastern distribution hub make it a natural, local officials said.

"We felt like the expertise of a lot of the companies here translated easily to making solar panels and such," said Rusty Skinner, chief executive officer of Workforce Connection. "When you think of it, a solar panel is nothing more than a window with some added mechanisms."

Meanwhile, central Florida's abundant sunshine made the idea of marketing solar hot water heaters and solar electrical systems to nearby homeowners seem like a winning proposition.

But those assumptions have yet to pan out.

Federal incentives, which cover 30 percent of the installation costs, were offset by a state energy policy in disarray. Funding for a Florida program that offered rebates to residents and businesses who invested in solar energy was suspended earlier this year, leaving more than $50 million in claims up in the air and paralyzing the solar energy business.

Although Florida officials recently decided to use federal stimulus money to pay down part of the backlog of claims, the damage had been done. The turmoil over the incentive programs meant installation firms and manufacturers no longer had a reason to expand, green energy advocates said.

"There is no growth in this industry right now," said Colleen Kettles, executive director of the Florida Solar Research and Education Foundation. "In fact, some are going out of business."

Meanwhile, many of the unemployed workers who have retrained for jobs in the green energy business are out of luck.

Carols Arandia, 59, has earned seven green jobs certificates since beginning classes this year, while renting a room from a friend to weather the hard times.

Often studying well into the night, Arandia is familiar with hard work. He ran a small manufacturing business in his native Venezuela before arriving in the United States in 1996. For years, he lugged around a dictionary and a notebook in which he religiously wrote down words and phrases until his English became passable. He worked seven years at Boston Chicken. Later, he sold cars.

But now, after nearly two years of being out of work and a series of classes that have not led to a job, his optimism is dimming.

"What is the point of giving somebody the tools to do something but to have nowhere to use them?" he asked. "I think it's a great program, but I don't see the connection with all the training and jobs. And I need a job."

Christine Bageant, 45, also jumped at the opportunity to train in green jobs, after losing her position at the county library. She viewed the new classes as an opportunity to "get in on the ground floor of something big."

Since then she has earned similar training certificates as Arandia. A few months ago she started looking for work as a painter. She thought her newly acquired expertise in abating lead paint would make her a hot commodity.

But many of the painting contractors she has interviewed with are tiny companies, with no more than two or three employees. They are struggling to survive, and Bageant's expertise in lead abatement has left them unimpressed.

"Right now they are blowing it off," she shrugged. "They don't think it's important."

Officials who helped develop the training program nod knowingly when asked about the difficulty graduates are having landing jobs.

"I think this is a great program," said Peter J. Tesch, president and chief executive of the Ocala/Marion County Economic Development Corp. "Applying it to real life, that is the challenge. In a place like Florida everybody's talking the talk, but they're not walking the walk. The market place has not caught up to the technical training and skill sets that have been provided these people."

That much was obvious at a recent ceremony for 15 graduates of a solar electric training class. The students beamed proudly as family members took pictures and program officials offered words of wisdom.

Then, one-by-one, they walked up front to receive their certificates. But rather than serving as a passport to a job, the certificates were more like IOUs to be redeemed sometime in the distant future.

"There is significant job creation potential in clean energy. But it is not revealing itself quickly or clearly," said Jerone Gamble, executive manager of continuing education at the College of Central Florida, and a chief architect of the green jobs training program. "In the time being, we're really selling hope."

Senator Barack Obama has fulfilled the promise of his earlier climate plan with a detailed and comprehensive "New Energy for America" plan.

This is easily the best energy plan ever put forward by a nominee of either party. By comparison, the plan of John "Nothing but Nukes" McCain is a joke, with nothing on energy efficiency and a pointless $300 million battery prize and long-standing opposition to renewable energy. In contrast, Obama's plan has real depth and breath:

* Increase Fuel Economy Standards: Obama will increase fuel economy standards 4 percent per each year while protecting the financial future of domestic automakers....

* Invest in Developing Advanced Vehicles and Put 1 Million Plugin Electric Vehicles on the Road by 2015: As a U.S. senator, Barack Obama has led efforts to jumpstart federal investment in advanced vehicles, including combined plug‐in hybrid/flexible fuel vehicles, which can get over 150 miles per gallon of gas... [more details below]

* Partner with Domestic Automakers: Obama will also provide $4 billion retooling tax credits and
loan guarantees for domestic auto plants and parts manufacturers, so that the new fuel‐efficient
cars can be built in the U.S. by American workers rather than overseas.

* Mandate All New Vehicles are Flexible Fuel Vehicles

* Develop the Next Generation of Sustainable Biofuels and Infrastructure

* Establish a National Low Carbon Fuel Standard: ... The standard requires fuels suppliers in 2010 to begin to reduce the carbon of their fuel by 5 percent within 5 years and 10 percent within 10 years.

This is the only way to jumpstart an end to our addiction to oil in a climate friendly way. Indeed, an accelerated transition to plug-in hybrids and electric cars -- a core climate solution-- must be the cornerstone of any serious effort to dramatically reduce oil consumption and greenhouse gas emissions. That is the crucial litmus test for any presidential candidate's energy independence or clean transportation policy.

As for the test of a candidate's grasp of electricity policy, energy efficiency is obviously The only cheap power left and a limitless resource and THE core climate solution. Obama understands energy efficiency in a way few other major politicians do, as his plan makes clear:

* Deploy the Cheapest, Cleanest, Fastest Energy Source--Energy Efficiency: Barack Obama will set an aggressive energy efficiency goal--to reduce electricity demand 15 percent from DOE's projected levels by 2020. Implementing this program will save consumers a total of $130 billion, reduce carbon dioxide emissions by more than 5 billion tons through 2030, and create jobs. A portion of this goal would be met by setting annual demand reduction targets that utilities would need to meet.

* Set National Building Efficiency Goals: Obama will establish a goal of making all new buildings carbon neutral, or produce zero emissions, by 2030. He'll also establish a national goal of improving new building efficiency by 50 percent and existing building efficiency by 25 percent over the next decade to help us meet the 2030 goal.

* Overhaul Federal Efficiency Standards: The current Department of Energy has missed 34 deadlines for setting updated appliance efficiency standards....

* Reduce Federal Energy Consumption: ... He will make the federal government a leader in the green building market, achieving a 40 percent increase in efficiency in all new federal buildings within five years and ensuring that all new federal buildings are zero‐emissions by 2025. He will invest in cost‐effective retrofits to achieve a 25 percent increase in efficiency of existing federal buildings within 5 years.

* Invest in a Smart Grid: ... Obama will pursue a major investment in our national utility grid using smart metering, distributed storage and other advanced technologies to accommodate 21st century energy requirements: greatly improved electric grid reliability and security, a tremendous increase in renewable generation and greater customer choice and energy affordability.

* Weatherize One Million Homes Annually....

* Build More Livable and Sustainable Communities....

* Flip Incentives to Energy Utilities: An Obama administration will "flip" incentives to utility companies by: requiring states to conduct proceedings to implement incentive changes; and offering them targeted technical assistance. These measures will benefit utilities for improving energy efficiency, rather than just from supporting higher energy consumption. This "regulatory equity" starts with the decoupling of profits from increased energy usage, which will incentivize utilities to partner with consumers and the federal and state governments to reduce monthly energy bills for families and businesses. The federal government under an Obama administration will play an important and positive role in flipping the profit model for the utility sector so that shareholder profit is based on reliability and performance as opposed to total production.

Finally, a presidential nominee that really gets it (see "Energy efficiency, Part 4: How does California do it so consistently and cost-effectively?").

The proposal has lots of other details on short-term solutions and promoting the supply of domestic energy. But let me focus on his low-carbon electricity supply plan:

* Require 10 Percent of Electricity to Come from Renewable Sources by 2012 [and 25 percent by 2025]. Barack Obama will establish a 10 percent federal Renewable Portfolio Standard (RPS) to require that 10 percent of electricity consumed in the U.S. is derived from clean, sustainable energy sources, like solar, wind and geothermal by 2012. Many states are already well on their way to achieving statewide goals and it's time for the federal government to provide leadership for the entire country to support these new industries. This national requirement will spur significant private sector investment in renewable sources of energy and create thousands of new American jobs, especially in rural areas. And Obama will also extend the federal Production Tax Credit (PTC) for 5 years to encourage the production of renewable energy.

* Develop and Deploy Clean Coal Technology....

* Safe and Secure Nuclear Energy: ... It is unlikely that we can meet our aggressive climate goals if we eliminate nuclear power as an option. However, before an expansion of nuclear power is considered, key issues must be addressed including: security of nuclear fuel and waste, waste storage, and proliferation.... As president, Obama will make safeguarding nuclear material both abroad and in the U.S. a top anti‐terrorism priority. In terms of waste storage, Obama does not believe that Yucca Mountain is a suitable site. He will lead federal efforts to look for safe, long‐term disposal solutions based on objective, scientific analysis. In the meantime, Obama will develop requirements to ensure that the waste stored at current reactor sites is contained using the most advanced dry‐cask storage technology available.

He also repeats his climate pledge and his jobs pledge:

* Implement an economy‐wide cap‐and‐trade program to reduce greenhouse gas emissions 80 percent by 2050.

* Invest In A Clean Energy Economy and Help Create 5 Million New Green Jobs. Obama will strategically invest $150 billion over 10 years...

Finally, back to the details of the plug-in hybrid proposal:

As president, Obama will continue this leadership by investing in advanced vehicle technology with a specific focus on R&D in advanced battery technology. The increased federal funding will leverage private sector funds and support our domestic automakers to bring plug‐in hybrids and other advanced vehicles to American consumers. Obama will also provide a $7,000 tax credit for the purchase of advanced technology vehicles as well as conversion tax credits. And to help create a market and show government leadership in purchasing highly efficient cars, an Obama administration will commit to:

* Within one year of becoming President, the entire White House fleet will be converted to plug‐ins as security permits; and

* Half of all cars purchased by the federal government will be plug‐in hybrids or all‐electric by 2012.

This is an aggressive, achievable, and most important of all, a necessary energy plan. Kudos to Senator Obama and his energy team. Maybe he is The One.

I wish Obama would have included in his speeches that his plan was to give waivbrs to the biggest contributors the same laws the rest of us have to adhere to.

Once again - BENNY/OBAMA/TA/MAL = DISASTER
