Sure it does , I personally DON'T think Ronnie should have won in 2001 but I don't think it was fixed either and I respect the judges decision even though I don't agree with it

i don't know why ronnie 98/99 is referred to as ronnie's best.  at that point in his career he was still at a level of size comparable to dorian.  however, in 2003 ronnie reached a form that far exceeded anything dorian could ever produce.  forget the pictures, just look at the videos.
