based on what?

Is this a serious question? The Ravens nearly every year have a solid draft and offseason free agency. Their scouting and personnel department are easily one of the best in the NFL. Ozzie Newsome is a terrific GM. Other than Kyle Boller, how many noteworthy bad draft picks have the Ravens had in their 13 year existence? Ogden, Ray Lewis, Jamal Lewis, Chris Mcallister, Duane Starks, Peter Boulware, Ed Reed, Bart Scott, Terrell Suggs, Joe Flacco, etc. The list goes on. Were any of these guys free agents? NO. Not to mention that the majority of those players contributed to a Super Bowl title. And no, none of those players were drafted by the Browns(before you start with that horse shit).
If you want to point out letting James Harrison get away, then that's a weak argument because no one knew how good he was going to be that early in his career. Wasn't he defensive player of the year at age 30? Talk about a late bloomer. Derek Anderson? 6th round draft choice that the Ravens WANTED to keep but had to clear waivers first because of the league's mandate for a 55 player NFL roster.
Oh, and another thing..if you need further evidence that the Ravens know how to scout talent, even from a coaching point of view.....Look no further than the Ravens decision to hire a SECONDARY coach from the Eagles as their new head coach. All he did was take a team picked to finish next to LAST in their division, take them to the AFC title game, and give the eventual SuperBowl champion Steelers all they could handle for three games tightly contested games.
I know I just melted down but.........Any other questions?
