The countries that can grow are the ones that either have unified economies(china singapoor, south korea,) or ones that have a strong agricultural base(india, brazil, etc.)
Of course culture has a huge part to do with it. Cultures take centuries to develope the shit don't happen over night. Small changes like womens rights still hasn't been worked out over a century after the shit started. China and india, have been permanent civilizations for more than 2000 years. You can't compare them to a burmese(south asian's) Nigerians, or Jamicans who have had their culture erased by european powers.
