At this point, I think there isn't one. The time to have addressed these problems was years, if not decades, ago. Governments will continue to find wriggle room for their budgets, here and there, but the time to make any real structural adjustments are long past, and the control of such institutions are now firmly in the hands of people who want no change to the ever-growing political-economic inequalities.
