Where does it say "A negligent act"? Where is your proof that the fines were "equivalent of a six or seven-figure financial settlement today"? Where is your evidence for anything?
Try reading and getting a clue. The passage describes two men fighting and a pregnant woman being struck, resulting in the loss of her child. That shows that the woman's injury WAS NOT DELIBERATE!!
When such a matter went before the elders of Israel, it was SERIOUS BUSINESS, not something to be taken lightly.
And, if it involved the death of a unborn child, that could have been the only heir to that woman and her husband.
As usual, you make the boneheaded attempt to trivialize a serious matter, all to prop up a rather block-headed point of yours, which just got sliced to ribbons.
Punishment for crimes of such nature often involved major dowry payments or at least 7 years servitude to compensate for the family's loss. If an average year's salary is $50,000, 7 years' servitude would be the equivalent of over $350,000.
