Leaning back during a leg extension increases the stretch on the rectus femoris by opening the hip angle. This deeper stretch matters because stretch-mediated hypertrophy—growth triggered by training muscles at longer lengths—has been shown to be a powerful stimulus for muscle growth.

Definitely in my opinion beneficial
Does leaning back in the seat count? :D

Wrestlers need static strength to maintain holds.
Powerlifters use short range lockout holds to build strength also.
Deadlifts utilize static strength when you hold the weight at the top.

Yes, that was bullsh*t.

An example of useful static static strength would be a wrestler doing holds in the top of the pushup position so they can do that in a match if necessary.
