We have this technology at our fingertips, and the funny thing is that over-reliance on having your head buried in your phone all day has made people socially ignorant. The thought of just cold-approaching women is pretty harrowing - more and more people (especially women) are standoffish, rude or at worst confrontational to strangers. I see it every day at the gym. Walking up to someone or just saying "Hi" as you pass by gets you weird looks.
You're right, this kind of technology has changed the way we behave in many ways, and it's not just the social interaction part. It also creates a whole generation of two-faced people. You can have a great dating experience (nice conversations, spontaneous laughs, mutual interests, blah, blah) and the next day she texts you that she misses the chemistry of peace

As for getting weird looks, there are multiple possible explanations such as: your body language, your voice tone, not the right moment, she's socially uncomfortable for whatever reason, etc, etc.. Esp young women can be complicated as fuck, but often a simple joke can break the ice.
