One way arms would quickly catch up would be to substitute whatever you're doing for triceps with close grip bench using 10 sets of triples at 80%1RM - slowly progressing the weight. I think you'd be shocked to experience what high sets of low, heavy reps can do for tri size OVER TIME.
Yeah, it's a shit look. As someone who does, as well - my personal opinion is that there is nothing worse than small arms for a regular dude.I have large chest and delt, but that's mostly wasted.. because I have shit arms.
