I don't think it ca be. There aren't as many drunks on the road today as in decades past because of strict punishments for breaking the law and the fact that bars and nightclubs are ghost towns now. I don't know if any studies have been done on drivers driving stoned but I'm sure it's a lot who make up for the lack of drunks. The drunk alcoholics of the 70's and 80's are the meth heads, heroin addicts and stoners of today.
I dunno, we had plenty of drunks WITH countless stoners and acid droppers on my college campus back in the 70's.
I don't "think" stoners are as dangerous driving as drunks, but I could be wrong.
