Realised he wouldnt get a medal if he lifted in that class.
Spoke to Coop about going up a class to compete in the under 242
Coop spoke to the judges and they said it was fine but his lifts would not be recorded due to him being under the weight limit but he would still get a medal as he was the only entrant

This pleased Brian greatly because he could tell everyone how great he was without actually achieving anything.

I didn't see anything specific in their rules on this particular matter or on the shuffling of the feet.

There is a rule that your heels can only be at most 12 inches (no homo) from the wall.

I suspect the issue is over the weight class shenanigans.

Bhank is like a little kid that at some point got to see his idol up-close and then goes around and tells everyone how he is "friends" with him. He is desperate for attention, belongingness and approval by others.
Meanwhile if you ask Coop about bhank he wouldn't know who he is or he wouldn't want to be associated with him.

Remember a while back when he was incorrectly listed on the NPC website as having won his class in the NPC Excalibur and he clearly had not and had admitted like 50 times he took 2nd?  But he still doggedly maintained some lie about asking them for scoresheets and the judges getting pissed off at him for demanding to see them?

At least there he lost to another competitor (Charles Arena)

Notice how there are always discrepancies between actual results and bhank's version of events? He can't even keep up with his lies and constant excuses.
