It amazes me how you guys ALL know how the media is complicit in 'misinformation' & 'social engineering' when it's something you're skeptical about. But when it affirms your beliefs, you never suspect that you're being misled.
SWAT teams & executive protection are usually under an ops order which spells out specifically when they can use force, including at the order of an incident commander, this is who signs off on the ops plan. Incident Command HEAVILY FROWNS upon 'independent action', meaning no individual member of the team should take action by themselves outside of the ops plan. But all have a caveat for 'appropriate initiative' or 'independent initiative' and this is the authorization to eliminate a threat if a window of opportunity presents itself.
