If I'm not mistaken they tried that in Nazi Germany a little bit ago, and it didn't exactly work out. I believe at the turn of the 20th century, there was a movement like that in the States. Also didn't work out because of course, you are infringing on the freedoms that a democracy espouses. If only the religious among us would worry more about what ends up in the world, rather than what doesn't... also, it wouldn't surprise me at all to learn that this girl a) had no education regarding birth control, b) had a stringently catholic upbringing so abortion was not an option and c) was probably thrown into the street when she became pregnant.
(High taxes are a bummer, but they do result in the streets being safer and cleaner.)
