Never underestimate your enemy. US military buildup in the Caribbean has been going on for months. Yet they still were surprised. Flying so many helicopters over an enemy airbase is very risky. Any decent and motivated army would have over 100 manpads out and ready, not to mention drones.
Seems all those clowns were asleep!
