Some do, some don't. Big market teams should not be punished for spending more money and generating more revenue. It's the owner and the fans fault if there team is broke as shit. The Redsox have a slew of players that came from their farm. Youk, Padrioa, Lester, Paplebon, Masterson, Bowden, Buckholz, Greene, Ellsbury and lowery to name a few.
