      Their cases were different. One faced a four-year prison sentence in a $675 million fraud case for marketing an electric truck that wasn’t drivable. Another tried to overthrow the government. A tax cheat avoided prison and $4.4 million in restitution after his mom donated $1 million to the president.

Their cases have two things in common. President Donald Trump pardoned them all in the early months of his second administration. And those pardons violated long-standing Department of Justice policies that reward people who show remorse, pay restitution and can contribute to society. Since returning to the White House, Trump has pardoned more than 1,600 people and at least two corporations in his first six months in office. Many of those pardons have violated standards designed to ensure fairness and to protect the public, attorneys and legal experts say.

This story is part of “Trump Two: Six Months In,” a Marshall Project series taking stock of the administration’s efforts to reshape immigration enforcement and criminal justice.
The changes began immediately. Hours after taking the oath of office, Trump pardoned more than 1,500 rioters who attacked the U.S. Capitol on Jan. 6, 2021. That included men who used bear spray, bats, batons and poles to assault police officers.

Past presidents have issued controversial pardons, usually in their last days in office: Bill Clinton pardoned financier Marc Rich, Joe Biden pardoned his son Hunter despite promising not to, and George H.W. Bush pardoned six prominent officials for their roles in the Iran-Contra scandal.

But legal experts say no president has started a term with so many pardons that violate long-standing policies and norms.

Lee Kovarsky, a University of Texas law professor, describes Trump’s Jan. 6 action as “patronage pardoning” — highly publicized actions that send the message that Trump will protect allies who break the law to advance his agenda. “It’s mafia stuff,” Kovarsky said. “They won’t break your legs, but they’ll publicly pardon the person who does.”

Article II of the Constitution gives the president the power to pardon anyone for federal crimes. The Supreme Court’s 2024 decision about presidential immunity made it clear that the president has broad leeway when exercising core powers of the office.

“The Supreme Court decision makes it hard to even get a grasp on just how blatantly corrupt presidential conduct would have to be to overcome immunity,” said Brandon Garrett, a Duke University law professor.

In her dissent in the immunity case, Justice Sonia Sotomayor specifically cited pardons when listing crimes that future presidents could commit without consequences. “Orders the Navy’s Seal Team 6 to assassinate a political rival? Immune. Organizes a military coup to hold onto power? Immune. Takes a bribe in exchange for a pardon? Immune. Immune, immune, immune.”

The Justice Department has housed the Pardon Attorney since 1894. Over the years, the practice of processing applications for pardons and commutations has been codified in the Justice Manual, which lays out how clemency is supposed to be administered.

One of the two main purposes of the Justice Manual is to ensure that all applications are judged by the same set of rules regardless of who you are or who you know, said Liz Oyer, who served as Pardon Attorney for three years. The second is to “ensure that it is granted to people who are truly deserving of a second chance and who will not present a danger to the community in the future.”


In March, actor Mel Gibson, a friend of Trump, sought to have his criminal record cleaned up so he could own a gun again. Oyer declined to recommend a pardon due to Gibson’s history of violence against women. She was fired several hours later, with no reason given. She is suing to get her job back.

The Justice Department issued a statement saying that it follows the Justice Manual in reviewing pardon applications and making recommendations.

One of the pardon office’s first tasks is to seek input from the people with a stake in the conviction: prosecutors, sentencing judges and crime victims. The office can request an FBI background check. The Jan. 6 pardons were announced hours after inauguration, so no input was solicited in the 1,500 cases.

Among the people Trump pardoned for Jan. 6 was David Daniel of Mint Hill, North Carolina. Had the rules been followed, the pardon office would have learned that Daniel faces charges of child pornography and the sexual assault of a preadolescent girl.

In serious crimes — violence or expensive white collar crime, for example — the Justice Manual recommends that a suitable length of time should elapse before a pardon is even considered to avoid denigrating the seriousness of the offense.

That stipulation didn’t apply to Stewart Rhodes, the leader of the Oath Keepers — a far-right anti-government militia — who was sentenced to 18 years for trying to overthrow the government. He served less than two years before Trump commuted his sentence to time served. Trump has also pardoned at least nine people before or shortly after they reported to prison, including one person before sentencing.

Another important policy in the Justice Manual on pardons is whether the person has accepted responsibility and is remorseful: “A petitioner should be genuinely desirous of forgiveness rather than vindication.”

Trump pardoned Enrique Tarrio, the leader of the Proud Boys and an architect of the attack on the Capitol, who had been sentenced to 22 years. Afterward, Tarrio and other Proud Boys sued the Justice Department for $100 million, claiming they were the victims of wrongful prosecution.

Another important condition for a pardon is restitution: Have the pardon seekers paid money to make their crime victims whole?

This brings up what Kovarsky, the Texas law professor, calls the “open for business pardon,” in which Trump grants pardons to people who have politically supported him or who may owe large sums in restitution.

A jury convicted Trevor Milton, the founder of electric truck startup Nikola, on fraud charges; a judge sentenced him to four years in prison. He notably had made a video in which a prototype truck that appeared to be driving down a highway was actually a nonfunctioning truck rolling down an incline.

In October, Milton and his wife each donated $900,000 to Trump political committees. In March, federal prosecutors urged the trial judge to order Milton to pay $675 million in restitution. Two weeks later, shortly before Milton was to report to federal prison, Trump granted him a pardon that eliminated his prison sentence and wiped away his restitution to the victims of his fraud.

Milton has maintained that he is innocent, that he was the victim of dishonest Biden administration prosecutors, and that his political contributions had nothing to do with the pardon. He said he donated to Trump out of opposition to Biden’s economic policy. “I just wanted some fiscal responsibility,” he told a Phoenix TV reporter.

In late 2024, Paul Walczak, a Florida nursing home executive, was sentenced to 18 months in prison and ordered to pay $4.4 million in restitution for stealing his employees’ tax payments. Just three weeks after Walczak’s mother attended a $1 million-a-head fundraiser for Trump at Mar-a-Lago, the president pardoned Walczak, wiping out the prison term and restitution.

Trump’s pardons have proved costly for taxpayers and crime victims. Besides the group pardons of Jan. 6 defendants and anti-abortion protestors, the president has pardoned 46 individuals. Of those, more than half have been freed of fines and restitution.

Oyer, the former pardon attorney, has set up a “pardon tracker” on her website that tallies the price of Trump’s pardons of people and companies that owed restitution and fines. As of July 23, the cost to taxpayers and crime victims is more than $1.3 billion.

Oyer’s tracker also shows a growing backlog of pardon applications from ordinary Americans. The queue was just under 5,000 when Trump entered office. The count on July 15 had more than doubled, to 11,664.

And your prediction is wrong - I've been consistent where I've said all these politicians enrich themselves, do a bunch of horseshit, etc.......I don't like it, I wish they'd get held accountable if it's something ILLEGAL, but the point is you can't rail against one admin, while ignoring the prior who may have been worse.  It's complete hypocrisy.

I disagree with your comparison. Yes, the Lincoln Memorial reflecting pool had algae during the last administration. In fact, the algae has been a problem since the reflecting pool was finished in 1923. The algae is a result of the pool's design and the Washington D.C. climate. Trump's ill-advised decision to paint/coat the pool dark blue exacerbated the algae problem because darker colors absorb more sunlight which results in raising the water temperature. Algae thrives in warmer water. Had Trump or his staff done a little research or the company Trump hired to coat the pool advised Trump of that this would happen; the whole mess could have been avoided.

The bottom line is that most people ignored the algae problem for decades regardless of who was President and would have continued to ignore it had Trump not made such a fuss about fixing up the Lincoln Memorial reflecting pool and blamed the algae on "vandals" instead of just admitting making he made a mistake.

It will be interesting to see what the contractors do to repair this mess. Will they recoat it in a dark color or will they go for a lighter one. I read that the reflecting pool should have some type of coating because it leaks and also removing the current coating and returning it to a bare concrete slab is extremely involved and expensive.

In fact, the algae has been a problem since the reflecting pool was finished in 1923. The algae is a result of the pool's design and the Washington D.C. climate. Trump's ill-advised decision to paint/coat the pool dark blue exacerbated the algae problem because darker colors absorb more sunlight which results in raising the water temperature. Algae thrives in warmer water. The NAION thing is incredibly misleading, its not a clear signal and relates to rapid HBA1C reduction. If you look at the data its an increase from 5-6 per 100k to 11-30 per 100k, a doubling but nothing concerning and not reaching statistical significance

Once the East Wing was demolished it was too late to act against it. You aren't understanding what I am saying or are confused as to what I mean here, the word republican is likely to blame. I was saying the left as in it's budding in consciousness  (worldly speaking), the historicity of it as a movement/force. The idea of personal rights, women's emancipation, equality etc.. this is a factual thing in philosophy and history. The left generally poise new positions while the right has traditionalist views. Both are required. For example, trans rights, gender fluidity, all new ideas in the collective consciousness. I am referencing deleuze, foucault, gerber etc.. with my statement.

My usage of republican likely threw you off. I am speaking in more of the philosophy of politics sense and worldly sense.

To my mind-although I think it's impossible to tell you what my true ideas are as we all absorb what we read so much so that ourselves and the other becomes an admixture-the right is slow and the left fast. That's incredibly reductionistic as the idea of speed in a virilio or dromological sense isn't confined to the left, but it's certainly it's defining feature in juxtaposition. The left tends to race off and often achieves escape velocity, this results in stupid ideas and trials of novel ways of living, being etc.. The right are slow, they prefer stability, order and have stances that have not changed dramatically, hence the religious angle etc.

If it wasn't for the right the left would untether into self-destruction and if it wasn't for the left the right would go extinct in the sense of no new modes of being. This is where good sense comes into play, you need authority but too much and it devolves. The issues with a sense is that it's intuitive and being so is essentially pre-reflective and pre-conceptual so delimiting it is impossible as defining it is caricature as it's prior to the thing you are using to define it- language.

Thinking like children was harsh, being more of a centrist I can buy the black and white thinking, I just know it's a fiction. Being a dolorist I often think you have to work hard- that's helpful are a heuristic for effort output but it's not true on reflection, at least not all the time. That weird place where it is and it isn't is where I tend to be.

Attack policy, sure.  But don't argue complete weak points like the above that have zero to do with his terms in office.  For example, plenty of successful business folks have led companies that went bankrupt and been wildly successful.  Sometimes failing is part of the process.  But outside of that, these folks took the risks to start a business and have it fail, etc.

   Florida’s Republican governor, Ron DeSantis, has suspended a former close ally and senior civic official who was arrested on felony child sexual abuse charges.

Michael Caruso, who was removed as clerk of court and comptroller for Palm Beach county on Tuesday, was a vocal supporter of a law signed by DeSantis in 2023 that allowed the death penalty for anybody convicted of the sexual battery of a child under 12.

The governor previously called Caruso “a legend” for his support of hardline legislation while he was a Republican state representative from 2018 until last year.

Caruso, 67, a married father of seven children, was denied bond during his first court appearance on Wednesday in West Palm Beach on five felony charges of kidnapping, child molestation, lewd exhibition, luring or enticing a child and child abuse causing mental injury.

Court documents said the alleged victim, who is a male relative of Caruso, is under the age of 12, and was molested multiple times during 2024 and 2025 during holidays and on family trips, including a Caribbean cruise.

Caruso’s arrest was announced on Tuesday in a social media post by James Uthmeier, Florida’s attorney general.

“Early this morning, with substantial assistance from FDLE [Florida department of law enforcement] and local law enforcement, Palm Beach County Clerk of Court Michael Caruso was arrested on charges related to child sexual abuse,” the post said.

“The investigation is ongoing, and we will provide more information to the public at the appropriate time.”

DeSantis was asked about Caruso’s arrest at a later press conference, and said he acted immediately on hearing of it to suspend him from office.

“It was a very easy decision for me to yank him from that position,” DeSantis told reporters in Sarasota. The governor’s office later posted to its website a three-page order of suspension, accompanied by an arrest affidavit with details of the allegations.

Caruso, DeSantis said at the press conference, was “well regarded in the community”. He coached little league baseball for decades and was a volunteer with boy scouts. But, DeSantis said, he “is going to be in a world of hurt” if he is convicted.

The governor replied “of course not” when asked if he or anybody in his administration was aware of any allegations against Caruso. However, the Miami Herald reported that Caruso’s personal life was “marked with ugly flare-ups and at least one previous allegation of sexually assaulting a child”, documented in Palm Beach court records the newspaper said it had reviewed.

In a 2013 divorce filing from his ex-wife, the Herald said, Caruso claimed she had orchestrated “a false sex abuse case” against him, which was the subject of a 2012 investigation by local and state authorities.

DeSantis and Caruso recently enjoyed a close working relationship, with the governor frequently praising his ally for supporting hardline causes in the Florida legislature. According to the Herald, DeSantis called Caruso “my representative” after he was the sole backer of controversial immigration legislation, then appointed him as Palm Beach clerk of court in August 2025 shortly before he was termed out of the Florida ouse.

You aren't understanding what I am saying or are confused as to what I mean here, the word republican is likely to blame. I was saying the left as in it's budding in consciousness  (worldly speaking), the historicity of it as a movement/force. The idea of personal rights, women's emancipation, equality etc.. this is a factual thing in philosophy and history. The left generally poise new positions while the right has traditionalist views. Both are required. For example, trans rights, gender fluidity, all new ideas in the collective consciousness. I am referencing deleuze, foucault, gerber etc.. with my statement.

My usage of republican likely threw you off. I am speaking in more of the philosophy of politics sense and worldly sense.

To my mind-although I think it's impossible to tell you what my true ideas are as we all absorb what we read so much so that ourselves and the other becomes an admixture-the right is slow and the left fast. If it wasn't for the right the left would untether into self-destruction and if it wasn't for the left the right would go extinct in the sense of no new modes of being. This is where good sense comes into play, you need authority but too much and it devolves. The issues with a sense is that it's intuitive and being so is essentially pre-reflective and pre-conceptual so delimiting it is impossible as defining it is caricature as it's prior to the thing you are using to define it- language.

Thinking like children was harsh, being more of a centrist I can buy the black and white thinking, I just know it's a fiction. Being a dolorist I often think you have to work hard- that's helpful are a heuristic for effort output but it's not true on reflection, at least not all the time. Yes, its clear from my post that's what I was referencing. You continue to argue against a strawman of your own making. The left vs right dichotomy exists outside of the states and is almost the same everywhere and has existed long before the states were created.

I do do the Reg Park 5 x 5 as well - actually alternate that with the 6 x 2 type stuff.  Didn't know that was a Reg Park thing.....cool.

I play in 45+ and 50+ baseball leagues, but they also have 58+ 65+, etc..

It is mostly ex-college players who never stopped, sprinkled in with some guys who played even higher.  For example, Oil Can Boyd used to pitch, etc...

And I can say with total honesty there are guys who are doing amazing things at ages people can't comprehend.  Seen 380+ foot HRs from guys over 50, diving plays, pitchers over 60 going 9 innings and 120 pitches with no walks, etc.  Seen a 72 year old guy hit one off the fence.......it's this cool subculture that nobody cares about, but it means everything to those playing, and they play to win.   There's even big time tourneys in Fla, Az, etc....It's a thing.

You do have tracking of ballots cast. I think it's common sense to suggest fraud can happen its not common sense to say it is when they have inquired and found none of consequence and it is a felony which carries heavy penalties. And I used to take the time to watch some, and prove their bias and lack of truth.
